Some rights are fundamental (such as the right to life itself and the right not to be enslaved) in the sense that without them the three core liberal values cannot be achieved. Other rights are established by rational debate as the most appropriate means of ensuring the just resolution of conflict and general human well-being. These rights are open to negotiation even among liberals, and may have to be fought for, even though they involve claims based on liberal ethics. They are often enshrined in, and defined by, law; examples include the right to education, the right to low-cost housing, the right to free medical care and the right to a minimum wage.

Inside the school, students may be encouraged to work co-operatively towards developing a democratic ethos in the school; school councils may be set up, students may be involved in making rules at class or school level or in other forms of democratic decision-making, including, 38 Why Citizenship?
